Well, first of all HIPAA stands for the Health Insurance Portability and Accountability Act, it was an act legislated by congress in 1996 and generally speaking it allows anyone the opportunity of looking and copying their own medical records. Now you may still be charge for that copying of your medical records and while the HIPAA act does prevent your being over charge, it does allow the health care provider or entity to charge you.

So you may want to check the actual HIPAA act to determine what is the actual amount can be charge by a given health care provider or entity. But generally speaking, it designs to protect your records from disclosure to others and generally when you obtained health care or attention from a health care provider or entity they will provide you with HIPAA from that gives you basic information of your rights and obligations under the HIPAA act and read it before you sign it.
